To clarify about the ultimate: I just tested it again while fighting a dragon in the crossroads (I specify because I have not tried this elsewhere, and I had some issues with the Heart of Corruption Quest in general), and I am not filling the ultimate meter, even though I have passives to increase this, etc., through any other means than using potions (which, as per the belt, only grants 35% ultimate). This means I have to use far more health potions to fill my health bar once. I should probably get gud and dodge perfectly always and only need my ultimate ability in large boss fights for the rare times I need to heal, but I am not that good, and sometimes dragons are **bleep**. UPDATE: I moved into other areas, and the ultimate meter is filling up. The belt is still impacting ALL healing. Hope that helps!
