Hal's gossip is out of sequence during "The Cobbled Swan" case

After the player accepts "The Cobbled Swan Case" and but before talking to Neve at the Cobbled Swan, Hal's gossip comments on the outcome of the case. He mentions that the player saved the man who disappeared from the Swan, and how it wasn't the Threads after all. This gossip shouldn't play until The Cobbled Swan Case quest is complete.
