Harding in the end [Story spoilers]

Anyone having a problem where you can’t talk to Harding after Rook’s in the Fade and she is dead and there is a statue there?
I have reloaded a few saves, turned off and on. It shows it for a second and then it disappears and I can’t get it anymore.
