I'd rather do them before, so I can go from 37 to 40 and have a better chance @ fire & Ice, I seem to constantly die !
If you have an earlier save without having to go back too far, it helps to do all of the available companion quests and as many of the factions and regions quest as possible, before you do any story quest. Story quests often advance the main plot in a way that makes previous quests unavailable, and in some cases, being on a particular stage of a story quest can block you from doing a quest (because the story quest "takes over" the area). I know that isn't a satisfying answer, it's just how things work with this game.
I"d have to go from level 37 back to like 15.
