Massive Random Framerate Drops Makes it Unplayable

From day one I have had random massive framerate drops to the point the game runs in slow motion and is unplayable. I thought it was just during combat, but it happens whenever: exploring, cutscenes, etc. No matter what settings it's on, low to ultra, it happens. I've gone through every solution I've come across on forums to no avail. 

I've resorted to playing on Steamdeck, instead of my higher end PC and TV, which is extremely disappointing. 

  • Found solution that's working so far:

    • Turned graphics down to medium (kept high for textures)
    • Turned off anything Nvidia related: 
      • Closed Nvidia App
      • Turned off DLSS
      • Turned off Raytracing
      • Turned off Reflex
      • Turned off G-Sync
    • Use TAA (or non nvidia solution)
    • Set framerate cap to 60hz

    Played for over 2hrs with no stuttering. If it occurs turning on then off triple buffering helps reset it, but haven't had to with this solution.
