New Install Can't Begin Game

I have 2 laptops with DATV installed. Runs perfectly on one. Can't get started on the other. We did a fresh install, and for starters, get error code EC10607 about corrupted cloud data. Did a game repair and the cloud error was gone, but this one persists: When we select to launch anyway, we get  "index file an error occurred while trying to complete your request." Unable to start the game at all. Game is allowed through firewalls.
