Nvidia RTX 3060 Laptop GPU Lag/Stutter Problems

The game freezes every few minutes even on the lowest possible graphic settings.

Running fullscreen 1900x1080 (monitor native).

Is this expected with this GPU or are their system configuration settings I can fiddle with?

Game is not pleasant to play as it is.
