When I buy a valuable that adds a permanent buff (like Dragon's Bounty with +25 HP), I can see on my character sheet that the bonus is applied. However, the next time I save and load, the bonus is gone.
I can reproduce this consistently and so far for all types of buffs from valuables I've found.
It’s good that you keep writing that it’s bugged, just because it’s fixed for some, doesn’t mean that it’s fixed for others
seems like the bug is very random even with each patch
Haven’t noticed any of this when I play on PS5, will check next time I start up the game though to see that all buffs are there

For me, I’m talking about PS5
Updated to Patch 1.000.005 on PS5 and still found the Buffs I bought in Patch 1.000.004 to be there on my Rook
If it’s still not working for you, then keep writing that, know that it seems to be 50/50 with this bug, don’t know if it’s gotten better or worse

I know it is an old post, but I just got to this same issue. Currently, on patch 5.
For me, looks that reloading a save fixed it. If I am to guess, something during combat is what makes those permanent buffs removed, since when I started my todays play session, this was in the Lighthouse before siege of W fortress, and buffs were there, but during that mission at some point they got lost. I could see my skills list less damage and that my total HP was lower.
