Soft locked - "Partners in a Dangerous Crime"

Completed much of this quest and reached a locked door after hideout in the market with the braziers. The cafe door is locked, preventing me from progressing further in this quest.

Platform: Xbox Series S
Game Version: 1.0.21.41573

I've tried to reload save, fast to another location, mix of both, all to no prevail. Below shows the issue.

I'm pretty sure the above door is irrelevant, but here's a screenshot of that one too.

Notice in the second one, the investigation radius triggered (see minimap). However, I can't get into the actual area.
