I just went back via my receipt emails and confirmed I pre-ordered Veilguard before it released. I have a PlayStation pre-order email receipt. However, I just downloaded the game and when I went to "manage game content," I see nothing here. No mention of the blood armor. Should it appear here? I feel like most pre-order bonuses populate here if they were properly attributed to the buyer.

Once installed, you should be able to access your pre-order items in-game by visiting the Wardrobe in Rook’s room at the Lighthouse and the chest in the Varics room after the patches went live.
