Regrets of the dread wolf

So for that quest, I got most of the statuettes, there’s one I haven’t been able to get to because I go into the are and I guess there is stupider to be a cutscene of his regret, but I doesn’t start.  It’s the one right outside of the marketplace with the whips and spirits.  I go into the area where I thought I was supposed to go to and it doesn’t do anything, there’s a gate there that I walk up to and it just says “open from other side”.  I don’t know how to get to the other side.  But now it wants me to go through this area that is locked because I need something from a champion?  I can’t go to it right now though because I’m stuck in a bug in another quest.  I think I may be able to get through it, I just need to get on my computer and try.  But the one I’m stuck on is Blood of Arlathan?  I can’t leave it until I finish it because I’m in the trap.
