I am having the exact same issue. I was able to enter this portion of the quest before but another bug stopped me from continuing on to the next part of the quest. when I reloaded my save to try again I could not get past this point any longer.
Yes! i tried to and got the exact same issue. Just refused to progress and locked me out.
