severe time lapse for cutscenes

So is it my settings or is it just new game launch day pains? It takes forever for my cut scenes to load and to finish. Actually I think it is all screen transitions as opening the codex took at least 3 seconds. 

And just after I align the statues in the fade to open the library, my game crashes...Different issue from the crazy load times, but important and only added here as it happened as I was typing this up.

If anyone has any advice, I welcome it. Constructive advice preferred. Troll advice will be ignored.
