Terrain Not Loading In/Menus

I am having an issue every few minutes where sometimes the terrain won't load in, interactables aren't available to be interacted with, and when I go to open a menu whether a merchant, character menu, or pause menu the game freezes for sometimes up to a minute before suddenly loading everything in that I was having an issue with.

I have tried updating my bios, Nvidia drivers are up to date, verifying files, changing graphics settings to medium and full-screen, turning off triple buffering, turning off strand hair, capping frame rate to 60, changing Nividia shader cache to unlimited, nothing is helping.

Running a RTX 4070, 64gb DDR5, 13th Gen I9, Windows 11 on Steam
