Sorry to hear that the EA Launcher has been launching on startup despite being disabled.
Since it sounds like the in-app toggle isn't sticking and you're receiving unwanted promotional notifications, let's try the following steps to address this:
- Disable EA Launcher and/or EA App directly in Windows Startup settings or Task Manager > Startup Apps
- Windows' settings override the app's, so if launch at startup is enabled at the OS level, the app will continue to do so
- Disable background services: Windows + R > services.msc > EA Background services > Startup Type to Manual
- Disable EA App notifications: Settings > Applications > Notifications > toggle off Sales and Promotions
