FIX BUG: stop toggling 'In-game overlay' back on

Every now and then and when a game updates, the 'In-game overlay' setting toggles back to on.

It messes up with Apex, the cursor is always active when it shouldn't. I DO NOT want in-game overlay. NO USER WANTS TO KEEP TOGGLING IT BACK OFF AFTER THEY'VE ALREADY TOGGLED IT OFF AND FINDING OUT IT'S BACK ON AFTER THEY LOADED THEIR GAME.
