Can I transfer games from my PS4 to my PC without purchasing it again?

I have F1 23 on PS4, I was wonder can I get it on pc without paying again or do I have to repurchase it again?

Hi @HenryTh3Hoover 

As the PlayStation store on your console is a separate store from the EA app, any purchased games made on your console will not transfer over to PC, even if your PlayStation and EA account are linked together. 

You would need to purchase a separate PC version of the game for the EA app.
