EA App / Store Payment bugged but dead end with EA Help

Not sure if anyone can help but I've reached a dead end with EA support.  The problem is I'm not able to buy anything or set payment methods on my account because whatever payment method I try the transaction fails with a verification error.  I've tried multiple cards with different banks, Paypal pay in 3 and Paypal direct payment but nothing goes through and my banks insist they've seen no attempts by EA to make a charge.

As a test I created a new EA account and I managed to attach my cards to this account with no problem so it appears there is a specific problem with my main account.

I've tried raising this with EA Help several times but all they can tell me is to try another payment method and there appears to be no way to escalate the problem to someone who can actually look at what's going on.  Does anyone have any ideas of what II can do?
