Your screenshot clearly shows that The Sims 4 can be started (and it do work). Are you perhaps talking about the games you have through Steam? Those you must start from Steam and you must have Origin installed.
Your link was to a talk of an early beta and the thread was later updated with the info that the EA App now supports offline mode.
