Games won't delete after choosing to delete them

Okay so I downloaded F1 22 and Farmer's Dynasty recently and haven't been able to play a single second of each. Both games tell me I needed to repair them and still wouldn't launch after the repair. I had the wrong folder set to download to apparently, my bad, so I chose to delete them. Deletion goes through but the game stays in my Installed section of my library. I try and transfer over the game data to the right folder but the computer says I can't. Ultimately I'm stuck with 2 games that I can't play, repair, uninstall, or remove from my computer by brute force and I'm completely out of ideas on how to fix this.
