Hardware acceleration

Hi!

am noob here, so please correct me if i got this totaly wrong.

Downloading game is kinda slow around 18mb/s with a 600mb IP.
eh, for what i understand most games is downloading, decompressing and installing.

Does EA have a maximum ''upload''? or does it just not use my full CPU capability for some reason?
Have no local restrictions, like power save, temprature issues or somthing like that, but i notice it's very simular in downloading speed as orgin
