Same here, was just downloading the latest patch for Jedi Survivor and I was getting dialup connection speeds, it would start downloading at about 20 MB/s (Steam usually downloads at 50-70 MB/s) but it would very quickly slow down to about 40 KB/s. Pausing the download and restarting it would cause the download speed to go back up very briefly then it would fall back down to dialup speeds again, took half an hour to download a 1.6 GB patch...
