luckyyghoul The second support rep was correct: the Steam DLC won't work in macOS. The reason is that any content you own in Steam is only accessible when you've installed the base game through Steam, even in Windows. Since Steam only offers the Windows version of the base game, the content can't be installed in macOS.
As far as official statements go, I can try to find one if it's important to you, but a lot of the information posted when Sims 4 was first available on Steam was on the old forum and either didn't migrate over or is buried somewhere.
Is there never going to be a possibility for Mac users to access their content? Is EA intentionally blocking access for mac users?
