Game won't register any of my downloaded content packs from EA

I have been having an issue where I can't use any of my packs that I have purchased from EA. Every single one of them says "Restart to use" But every time I restart the game and try playing with my packs, it never works. I even tried deleting my version of Sims 4, and reinstalling it. But that hasn't worked. Anyone else have this issue, or is it just me?
