@reuanna  Try restarting your computer immediately before attempting to install Sims 4.  If that doesn't work, try installing only the base game, then the add-ons later.

However, I want to point out that with Sims 4 and your packs installed, your computer will have too little free storage to function well.  The OS borrows space from the disk to handle data that would normally be held in RAM but doesn't fit, and it needs more room to do so than you're leaving it, especially if you're going to be playing Sims 4.  I would suggest getting an external drive of some sort, preferably for your other files, but you can install Sims 4 on it instead.
