@squidgy47 Thank you. From looking at this I can see a few issues going on with Steam, the EA App, The update for Rockstar, and a few other issues that are conflicting with Windows. It is time to do some repairs and updates and go from there.

First, uninstall the EA App, the game, and Steam.

    Then, run the
System File Checker tool then Check for Windows and GPU updates - I see some very out-of-date drivers in that file. For Windows updates, make sure you do the optional ones as well.

Install/Repair your VC++ files for the game (Microsoft VC++ Link) This will help the errors with the launchers you use.

    Delete Windows Temp Files

    • Press the Windows key + R, go into the file explorer
    • Type in %temp%, and hit Enter
    • Delete everything it allows you to delete
    • Reboot the PC

Registry clean-up- One thing I would like to try is to install CCleaner (it's free) from here
Do this one over and over til nothing else show up in the list.

    • Run Registry cleaner
    • Click fix all
    • Do not back up files

@squidgy47 Let's try this Change UAC Controls within Windows Turn it completely off and test it.

    If it happens again

    • Put your device in a Clean Boot then launch the game

If you have an antivirus, disable it. If you are using Windows Defender, turn that off or add EA App as an exception.
