The EA App is the EA launcher that you need to launch your games. If you click on The Sims 4 icon on your desktop and it tells you that you need EA App to run while you already have EA App running, it's very likely that you're logged in to a different account on EA App. If that's not the case, can you please send us a screenshot of the error message you see and what steps you're taking?
