I just had a look @FL3XXS and the game should be available in the USA, and I haven't seen any other reports of this happening.

I've recently acquired Xbox Pass with EA Play and I'm having the same issue when trying to install Need for Speed Payback, other games I can download just fine.

Could you please help? I'm from Portugal and I don't use any VPNs.
