Considering how many threads there are about the issue, how far back they go, and the utter lack of response from EA with any update about fixing the issue or even the courtesy of acknowledging that there is one, I think it is safe to say that they have no care for their customers or their profits. After all, this sort of service doesn't exactly fill me with confidence that anything new I purchase from them (like the Sims 4 horses that I have been eagerly anticipating for years) will be useable. On that basis when I was asked which game I would like for my birthday next month I decided on a non-EA one instead.
Regarding the download, presumably the link that I originally got it from on the forums has also been deleted, but if you search for the exact file name of the download you should find it easily enough. It is available on a number of sites from what I have seen. I found it from a post that offers a solution to help stop the force migration from Origin to the EA app but that solution itself no longer works to help with the packs not downloading issue.
