This was exactly the fix - I accidentally installed something to my C:\ drive about 30 mins ago and went to delete it, deleting the whole EA Games folder from there.
Couldn't change the install location and was so confused - this fixed it for me.
If you get a blip of a loading circle when trying to change install locations, make sure that the folder it's currently set to exists - if it doesn't, create it where it thinks it should be then you can change location.
