Are you able to raise a proper bug report with the Devs for this? It affects the controller when using Bluetooth only. Every other game works fine (e.g. anything through Steam, any Xbox game pass game, Epic (Fortnite) etc.) it is just the Origin or EA Desktop overlay that is having these problems. One of the main workarounds is to disable the EA overlay and force the use of the Steam overlay - the controller then works fine. I've attached below the hoops I had to jump through to get my son's FIFA 21 working, the problem is exactly the same in FIFA 22 and the workaround using the Steam overlay still works. This should be all the proof you need to get this raised with the Devs please? It is a demonstrable, repeatable problem. Thanks.

My son had the same problem running the Series X controller with PC version of FIFA 21. He is using EA Desktop. I've put together some instructions below to fix this. The key steps are check controller works with Steam big picture, disable game overlay in EA Desktop. Finally to add EA Desktop to Steam (not FIFA!)
Setup steps
EA Desktop
Disable EA desktop game overlay (Application, Application settings, In-game overlay)
Steam
Power on controller. Ensure the controller is working in Steam, test big picture mode.
Add EA Desktop as an external Steam game (not FIFA!)
FIFA 21 - Load
- Switch on controller
- Open Steam, run big picture mode
- Open Library using controller
- Open Games
- Launch EA Desktop
- Using mouse start FIFA 21
To confirm Steam overlay is working look for "Steam community" splash at bottom right, followed by "Config loaded"
FIFA 21 - Exit
- Exit FIFA 21, ignore errors. If it says disconnected just wait a few seconds
- In EA desktop top left click the three horizontal lines icon
- Select Exit
- In Steam big picture use back arrow couple of times until you get back to Home screen
- Press power button icon and select Exit Big Picture
