Unclear UI when comments are locked

Using this post as an example: The EA Community Superuser Program - 24

The comments are locked, yet this is displayed at the bottom:

Unsure if this is intended, but if it indicates that there are no comments like that, it makes it seem like it's possible to comment despite it not being possible.
