Gem purchase issue

My account is alive and well - renewed within the past week.  For almost a month, I have been unable to make Gem purchases.  My method of payment (which was used for renewal) is not problematic as I checked with the source looking after my method(s) of payment.  How do we correct this?  It also takes a lot of work finding out how to raise this issue with EA and Pogo.
