Game runs slowly (half speed at most) and with a huge input delay.

I've tried every graphical preset.

I've tried running 1080p and 720 with upscaling.

The FPS is impossible to gauge because there isn't an in game counter (seriously?) and the game is stuttering too much to estimate.
