@Racerprose Thank you for the report! We're investigating this issue, but in the meantime I'd advise to only use the enter key (or one of the face buttons on a controller) to skip the intro videos and get past the initial splash screen.
Have you tried to repair the game files to see if this fixes it. In my game, US version, the screen you show has a big title splash in the middle of the scene and instructions to hit enter at the bottom to go to menu screen.
So it seems that your game is either not displaying things OR is hung up just before it show them. I know on my first start of the game it took a long time for everything to work, so much so that I thought the game was locked, but I got pulled away from the game for a few for family and when I got back the game was up and running on the title screen and worked fine ever after...
Just ran a test of this on my system and it does occur as shown in the clip. So this seems to be a bug not limited to one system or language.
