Career mode player negotiations impossible

I started a Barca career mode and tried to sign a few cb’s, but every time I try and negotiate it goes terrible. The team says their willing to sell for at least 10 mil over what the scout recommendation realistic price is and when I try lowering it a little they counter with a price over their initial price and stick to that new price. Latest example was Gabriel, arsenal offered to sell for 91.6 40% upfront and the rest over 7 installments, realistic scout recommendation was 41-82 mil so I offered 86.6 mil with the same installments and they countered with 97.6 keeping the installment plan and raising tension a lot. I tried going up to their initial offer that raised tension even more and they kept it at the 97.6 deal so I offered 94.6 with the installment plan and the deal fell through. Same thing happened with Nico schlotterbeck, and Jonathan Tah’s contract (even though I had the money for his absurdly high salary demands 480k and 5 mil signing bonus) the board rejected the Tah deal. But even before today’s update I tried a Liverpool career mode and same thing happened, I go a little lower from what they offer to sell their player for and they counter with higher than their first offer. I don’t know if this is a bug or intentional but it makes transfers annoying because it’s either you accept the first price they throw at you or you get stuck with a higher price.
