Add F1 TV hud telemetry options (consoles and pc)

@Eternal_Revan I do support this idea and I would love to see Real Life a like TV cam examples above in game! Actually the boys over Racedepartment have this mod but take a lot to get it in working plus I want this feature while even playing in MP and when watching my race replay!

Also would be cool if we could have actually in a Race Replay commentary I know is near impossible but would be nice like basic lines of comments in certain mods like champion ship were we play with real drivers and cars as per current season!

@StarKIndMan Don’t like the TV Hud. Looks ugly and silly. Much prefer what we currently have.

As far as commentary goes though. I have asked the Audio Dev before. He didn’t discount it but I’m not optimistic. Time and budget constraints will make it low priority.

Although F1 championship edition back in 2006 would had descent commentary lines throughout the race. Plus had good replays where the race could be view through cameras place in irl locations and if you wanted could watch Through and control one camera situated at a given corner.
