AI overtake under Safety car/VSC without penalty

Had the same thing just now. Saudi Arabia, yellow flag going for about 5 seconds, Bottas then overtakes me while still yellow. No penalty.

Furthermore, it then becomes a red flag. I fit softs, game restarts me on mediums, behind Bottas. To then make it worse, it gives me a drive through penalty for a non-existent jumpstart.

Would have reported it properly but I was so angry I rage quit the game so I couldn't get the Report Code. *sigh*
