I'm also experiencing this problem. 5600X, RTX3080, 16GB
For me the weird thing is that on the 1080P/60Hz screen I have attached to my racing rig it's a blurry mess. No amount of messing with settings files will fix it. But if I hook my rig up to my 4K/60Hz work monitor the image is *pristine*. I get that there are four times the number of pixels and that's always going to make it sharper but the ghosting and blurring are completely gone.
The game is as nice graphically for me as 22 was with no blurring, also using the same settings as 22 (R9 7900X + 4080) @ 2560x1440. Maybe there's one setting (or a combo) that's causing the blurriness for some people.
I could run ultra settings but there's no point really. I have everything on low settings except the following:
- Ray tracing on Medium
- Lighting quality on High
- Helmet and car reflections on High
- Texture streaming on Ultra High
I think everything else on anything other than low isn't really needed and is just a waste of resources.
Maybe try these settings and see if there's any improvement (set maximum FPS to your output refresh rate +10 so you're not wasting more resources).

For me, on my desktop PC with a 3440x1440 100hz ultrawide, its a blurry mess, but on my ROG Ally with its 7" 1080 120hz display it looks really clear with no blurry motion.
I attributed it being clearer on the Ally to the 3x higher pixel density, but since most PC gamers don't play the game on 7 inch screens it should be better on regular desktop monitors.
