There shouldn't be any general issue about missing edition items at the moment.
As you are one PS5, check if your DLC is successfully installed with your game:
- Go to Games Home.
- Select Game Library to see a full list of your purchased games.
- Select F1 23
- In the Game Hub, scroll right to the Add ons section.
- You’ll see all the add ons that are available for F1 23.
- You can download and install add ons you own here.
One this is done, check the in-game inbox in the game main menu as items are often unlocked there.
Finally, you can try to restore licences like this and try again :
- From the Home screen, open the main Settings menu.
- Choose Users and Accounts.
- Select Other.
- Select Restore Licenses.
