EA mods for f1 23

Can I use mods downloaded from racedepartment and use it on the ea app? not sure if I should buy f1 23 from steam or the ea app,

Technically, you should adhere to the Terms of Service you have agreed to.

More specifically, the section regarding the modification of game files.
