F1 22 and 23 Stuttering issue

So here is the problem, I started playing F1 22 and the game has slight stuttering problem maybe experienced once a lap on any given track. Its very slight so the game is still playable. So the game is loaded on a 4tb spinning disk. Its gets worse when playing online. So I proceeded to purchase a ssd disk to put the game on thinking that should fix the issue. But it did not. I then moved the game to my C Drive which is NVME drive. This solved the problem the game no longer has the issue. This happens with F1 23 as well. So I tried a few things I moved it back to the SSD disk and downgraded the graphics to the lowest setting ultra low I think it is. This did not improve anything in fact it made it worse every so slightly. Moved it back to my C Drive and game works perfectly fine.
This is very strange because none of my other games do this so it cannot be hardware related. I have other racing games and they all work fine (Grid legends and NFS Heat)
Hope that provides enough information. I am running a core i7 CPU 20 cores with RTX Graphics card and 16 gigs of ram. I have 512 nvme c drive where the game is running fine and 4tb spinning disk where the problem started and 2tb ssd where the problem also persists.

Brendan
I long ago upgraded to NVMe as primary storage and game installation. I too experienced the slowdown when using spinning rust. It is just a fact that you will get this effect in some games.
Current gen consoles use SSD as primary storage.
Windows 11* has DirectStorage (*hardware requirement)

Marking as solution because it is just commonplace.
