I have reinstall nvidia driver and nvidia app and also remove hardware_settings_config.xml,
I have been playing the F1 23 for about an hour and so far no crashes have occurred yet.
Let me make sure about sound driver,where do I check

I played the game today and encountered a same issue. game crashes and PC restarts.I'm going to suggest removing the Razer Synapse Mouse software. Revo uninstaller
The USB audio device (Scarlett 2i2 USB) also needs to go. There will be an onboard audio on your laptop / mainboard.
Maybe this will fix the issue.

I remove Razer Synapse and Scarlett 2i2 USB, so now the default audio settings(Realtek Audio).
I have't reoccur 1-2 hours.
And also, I have a one question, how do I use Razer Synapse(headset)?
Do I need to remove Realtek Audio and install Razer's drivers if I want to use headset?

The Razer drivers should be installed in addition to the Realtek Audio.
I would refer you to Razer support https://mysupport.razer.com/app/answers/detail/a_id/1834
Try to see if the Scarlett 2i2 is the issue by elimination (do not introduce until Razer headset is working, only reintroduce when Razer headset and drivers removed).
Default sound options in Windows and in F1 23 settings may be helpful.
It seems Synapse refers to the headset control software and the headset model may vary. Might be helpful to say which one then I can look at connection.
