F1 23 ERS recharging

f1 23 Why am i not recharging ERS over a lap, sometimes i even drop below what i had the previous lap without using any. I have played around with setups, TC assist, ABS assist and some other setting...

Same for me as well

The ers is stuck on medium mode and is greyed out
