f1 23 not starting

Summarize your bug When I hit "PLAY" in the EA app, the EA app closes and after around 5 seconds it reopens and the game never loaded.
Which area is the bug/glitch in? Entire game
Steps: How can we find the bug ourselves? I'm not sure how to reproduce it but it'd be near immediately when you launch. 
What happens when the bug occurs? Game doesn't load
What do you expect to see? The popup of selecting VR or non-VR mode.

F1 23 doesn't start up, not even showing the VR popup.

So far I've tried:

1) Updating GPU drivers
2) Disabling anti-cheats
3) Reinstalling the game
4) Repairing the game
5) Reinstalling the EA app
6) Clearing the EA app's cache
7) Repairing corrupt windows files

8) Changing the game location

    Try the following, thanks.

    Make sure your display is connected to your GPU and not the motherboard video output

    Run System File Checker to help ensure the integrity of your Windows System files: http://support.microsoft.com/kb/929833

    Perform a clean boot before starting: http://support.microsoft.com/kb/929135 or http://help.ea.com/en/article/how-to-clean-boot-your-pc/

    Check your machine meets the minimum requirements:

    @EA_Barry I've tried running it in clean boot and found some interesting things.

    I've disabled all processes and startup programs (except the EABackground service since the EA app requires this)

    The game can boot now. Awesome!

    I enabled half my processes, the game still boots.
    I enabled all my processes, the game still boots.

    I enabled half my startup processes, the game still boots.
    I enabled all my startup processes, the game still boots.

    So what caused it? I have zero clue since everything is running the same way it did before. Let's hope it stays this way.
