Regarding your own suggestions:
I was thinking about the building your own engine but in the end we got an engine freeze and all the potential new engine suppliers are only considering to come in for the new regs, because they wouldnt have a chance to improve and would most likely have a far worse engine if they entered now, so id introduce that feature at the latest for the 2026 game.
However if the devs would want to give it even more depth then they could make it so that there is a chance for engine regulation changes that would then allow for building your own engine and having the normal engine upgrade path again. Problems with that would only be a bit more complex implementation with first being unavailable and having a chance each season that those regs will be changed, but besides that "Build your own engine" would definitely be a needed feature!
Visual car upgrades for most would be different side pods, wings etc. which is fairly difficult sadly as all those needs to be allowed by FOM and ideally we would get those for every normal team too which in turn would also need to allow it, a lot of licensing which is sadly unlikely but more depth customization is definitely needed! Have already made a little list on easier customization improvements just forgot to put them into this post haha
Multi-Year Contracts is definitely a great idea and shouldnt be too hard, just limiting when a driver/AI is available again for contract negotiations (we better leave out all this "not following contracts" drama thats currently happening haha
Voting on rule changes is also a nice idea, also shouldnt be too complicated to give the AI teams a little training on what to vote for - top teams rather against rule changes, backmarkers in more often in favor, teams generally rather voting for things they are lacking so Williams with bad downforce would rather vote for a downforce regulation change - but all only higher probabilities so it stays a bit unpredictable!
