I have the same problem this week in Monza, Imola and Texas.

The problem isn't about losing points for corner cutting. If someone earn less points for exceeding track limits, it's ok.
The real problem is that if the car in front of me is gaining time per lap without any time penalty, is depriving me of gaining points for the final position.
He isn't my rival, is not in my ranked group, so, if he win the race and win 100 points or 0 points, i don't care, but! i could earn 15 extra points for the final position if he got time penalties (and i do care about that)
I hope we're in the same page here. It is not about just losing points for exceeding the track limits, but rather having time penalties for doing so.

1. Warnings/time penalties should not lower actual rank points but can lower license rating
2. Multiple warnings should give time penalties in the current race
3. Time penalties can result (obviously) in lower placement in your race which automatically result in lower rank points
