So after no replies to my question I decided to do some more different things. Cleared my computer's temp files cache. Still the same problem.
So then I just unplugged and removed my XboxOne controller. Still the same issue, no control.
As a last resort I just hit random buttons on my keyboard but nothing worked until I randomly pressed my touchpad mouse and then hit enter.
Hey presto now it works again!
So if anyone had the same issue as me try that. It worked for me.

Thanks for posting back. Touchpad mouse? Best workaround for playing with a wheel is to just have the wheel connected and no other controller. XB1 controllers can introduce stick drift if they exhibit it.
