Well you've identified the problem there, developers with a much greater understanding of the game (and likely also used to playing without Traction Control) testing something that is meant to be played by even the least-skilled of players. Of course they're not going to find an issue.
It's hard with controller to hit an exact percentage of the throttle, but I have been trying to refrain from going full throttle out the exit of corners, and at all other tracks it's fine. I sometimes get the engine stutter sound that is so common when using Full TC but usually I just take it carefully and don't jog the steering too aggressively. On the other tracks this works out okay, but at Baku and Mexico it continues even if I don't increase the throttle above ~50%
I appreciate the control suggestion, I might give them a try but tbh I'm not the best player anyway as you might've guessed and I'm starting to feel more and more every year like they are supporting less-skilled players less and less. TC has felt awful the last two years (F1 2021 was absolutely perfect imo and what got me into the video game series), there were some improvements made this year over 22 for sure but not enough to make me feel like I want to invest time to get better.
I put up to 900 hours into every years game using a pad. Most of the time testing and trying to find solutions to issues pad players post on here. Pad players are the majority of the player base. But as most are casual players they won’t tend to notice when something isn’t right. Whereas as those with SimRigs being more dedicated sim racers and notice the tiniest issues and report it. But still alot off issues they report go unfixed,
