Summarize your bug The "Motion Blur Strength" setting doesn't work for gameplay. It only affects replays. It happens in all game modes. It happens in both singleplayer and multiplayer.

Which area is the bug/glitch in? Single Player
Steps: How can we find the bug ourselves? Go to any mode. Set "Motion Blur Strength" to 20. Drive. Set "Motion Blur Strength" to 0. Drive. See the attached demo screenshot(s) / video(s) for reference.
What happens when the bug occurs? Changing the setting from 0 to 20 makes no difference for gameplay.
What do you expect to see? Changing the setting from 0 to 20 should change the intensity of the motion blur effect for gameplay.
